2001 with only 71k means the car probably did lots of sitting. That is hard on stuff like the fuel pump. Even so, expecting a fuel pump to work flawlessly for 8 years is asking a bit much.
Transmission issue: find out if the fluid was replaced with the updated SAAB MTF fluid. Either way, don't force it into gear, push in the clutch, go to first gear then to reverse.
Puff of smoke on cold starts doesn't always mean a failing turbo. My 2000 9-3 did that for 4 years straight. No problems. The oil could simply be from the PCV system, which is normal.
Worn out shocks and struts: again, if these are the original parts, you are expecting too much! Why do you think Midas does so much business???
$500 for a starter, and $300 for additional diagostic work, that is not very much money for car repairs. You should expect $1,000 per year average on a car if you plan to keep it around. Fluids, brakes, drive-shafts, suspension, tires, wheel bearings... They don't last long! Then there is the engine, which I usually say is a ticking time bomb after 100k. You might as well just plan on getting it rebuilt. This is true of any car!
Water pump and cat were done by the previous owner, so why are you sweating it? The cat may have had a rust hole in it. The water pump probably just had a bad seal. Again, normal stuff that happens to lots of vehicles all the time.
I'm on my fourth SAAB now. I've also owned a Honda Civic, and three Chevy pickups (still have the '83 and 2002). I assure you that the SAABs are really about average with regard to reliability. Even the much touted Japanese-built Honda kept me busy with burnt valves, worn driveshafts, wheel bearings, timing belt (three times), etc.
