Hmm. Maybe dealer certified in some markets is pricier? In Chicago, there appear to be lots of 99' 9-5s coming off lease that are being sold in the range of 15-16k from what I heard about 8 months ago when I was deciding between a new or a used 9-5. (Ended up leasing new under supplier discount program; made most sense for me). Anyway, no way can a dealer certification save you $6,000 or so in maitenance repairs? That seems very off. If you've got a budget for $22,000, or even 20ish, go for a 2000 9-5 wagon. Just negotiate hard. If you're in a less Saaby area call over to the nearest big city and ask them if they've got what you want used in stock and offer them your price. Someone will definitely take it. My local Saab dealer told me they were selling 99' 9-3s (non SE version) with standard lease miles at 10k eight months ago! I'm not trying to knock Saab I just think that given the willingness of most Saab dealers to negotiate you should give it a go. Good luck!
