In a perfect world, you are exactly right, but recalls are very bad press and with a struggling brand you have to limit bad press as much as possible. They would rather try to improve on the problems gradually under the radar than spew out all of the problems in press releases or recalls. I don't think the Gen Motz guys have the sentimental loyalty they probably feel in Trollhattan for those of us that drive Saabs. Such is life I guess. I still love my 9-5 though!
