Fog lights are often amber, but not necessarily. Driving lights are clear. The real difference is that fog lights provide a very short, wide beam, with a very sharp cut off on the top. This is to get light under the fog, light up the sides of the road, and prevent the light from reflecting off the fog ("white out"). Driving lights are like normal high beams; they give a very long range, but fairly narrow beam pattern for long distance visibility. I prefer yellow fog lights, since they really do cut through fog better. I also mounted them above the bumper, to highlight holes/bumps in the road better, but this probably wouldn't look too good on a 9-5.
Using fog lights just to look cool really annoys me almost as much as having car companies design cars with fog lights that are only useful to look cool (ie they stink at lighting up the road). I usually have mine off, but I'll use them once in a while for filler light in front of the car, if the road is hard to see (usually after a rain, the road seems to suck up light).
As for DRLs, I just leave the headlight switch in the full on position at all times. I've got a 1986 900 and a 1980 99, and this is their version of DRLs (the lights turn off with the ignition). Headlights and tail lights are a good thing, especially with sun glare (a problem here) and other low visibility situations. I haven't had a problem with the bulbs burning out quickly (except for those selective yellow bulbs I had for a while).
