I have stated for some time that in my opinion (no arguments please, I know some disagree) shims are a band aid fix because it doesn't correct ride height which is the root problem. To fix ride height you should try springs and then the rear subframe which is the part that is deforming on all these cars. If you feel this is ridiculous let the NHTSA know. They need more reports to help us get a real fix out of Saab.
The spring perch you speak of is one of the many possible solutions, none of which address the root cause of the problem, namely underdesigned suspensions components including springs, dampers, and the subframe. A site I put together has some additional info and a list of the solutions people have tried that I could find.
Good luck and let us know if you try one of these ideas other than the shims.
