Quick update - I changed the fuel filter last night. After I removed it I shook the gas out of it from the inlet end and was surprised how much stuff came out. The small amount of gas was pretty brown. Not a big surprise, seeing as how long most of the filters last. They are big filters so even with the junk in there I doubt it was causing much of a problem. I checked my tool box and I only had the larger banjo bolt seals. The whole assembly wasn't corroded bad and I inspected the small seals and reused them. They didn't leak. I also replaced the FPR hose with a piece of windshield washer hose. It was the only thing I had in that small size. Started it up and saw no difference. KOEO, it only went up to about 35 PSI. I started the engine with the vacuum line off, same pressure. I installed the hose to the FPR and it didn't drop. The pressure stays constant regardless of what I do. I am leaning more toward a bad FPR now. Even if the pump pressure was low, removing and installing the vacuum hose should make the fuel pressure change. It doesn't appear to do anything. I don't have a lot of faith in the actual number on the gauge as it's about as cheap a gauge as you can get. Before I'm all done I'll put a higher quality gauge on it to get actual numbers. Also, before I replace the FPR I will check for an obstruction in the vacuum port and spray some carb cleaner in the hole.
