I am considering installing a new circuit in my car to run the halogens as well . You should be able to set them up on a seperate circuit with relays to have them come on with the park lights but to go off with the xenons. You can reprogram with tech II so that the Xenons are off in position 2 but the park lights/city lights / fog lights are on. I am thinking that a normally closed circuit on a relay wired to the switching current for the high beam shutter would then cause the outboard lights to go off with the high beam , or you could wire the relay to the switching circuit for the xenons so that they go off when the xenons come on either high or low beam (shutter open or closed). you would also require a normally open relay in series with this relay to switch the halogen on with the parking lights. I have yet to try any of this and I would be concerned about the "smart system" detecting odd current on some of circutis and generating a fault condition.
WRT the intensity of light from the H7 bulbs in the halogens. You may be able to put a resisitor in series with the bulb. The required value is difficult to know. The bulb itself should have a lower resistance value at a lower voltage. I am guessing that the resistor would have to dissipate at least 10 watts to reduce the output of the H7 bulb to about a 30 watt output, assuming bulb resistance is constant. The resistor would probably get quite hot also. I cam not sure of how these lamps perform a low voltages either with regard to longivity, but they should last longer with lower heat. Also, the 55 watt H7 bulb and the reflector are not designed as low beams, they have no cutoff. and I am uncertain what wattage level would be appropriate to give a light intensity that would approximate as low beam. You would probably need a variable power supply and a light meter to determine what the output intensity is for a given input voltage. Obviously some experimenting is required.
I was planning to use mine as high beams to supplement the Xenons on high beam. This is how they are configered in Europe so all this reduced output is not of any real concern to me.
By the way, I am an EE , although I haven't practise strictly electrical engineering for 15 years and I have no specific expertise in electrical lighting design
