Hard and soft shifts are the domain of the accumulators. Those are large "shock absorbers" in each shift circuit. When they work right they provide a soft shift that's barely noticeable. When they act up you get a sudden harsh application of a drum clutch or band. A forced 3-2 downshift will usually be harsher than an ordinary "coasting" 3-2 downshift. Your accumulators may be moving sluggishly due to the same crud that bound up the governor and also (possibly) the shift valves or there may be damaged rings on one or both accumulators. Get the shift points proper and reliable first and if it runs well then you may want to examine the accumulators (big job).
