The rings need some oil to seal to the cylinders. If the oil is washed out of the rings you'll get low compression. If it was me I'd surface the head and slap it back together. But I'm cheap. Also have a small amount of oil in the cylinders before you put it back together. I use ATF. It's rumored to help break up varnish in the rings.
