The vacuum impulse contact commands the cold start injector to fire a short pulse of fuel when you quickly open the throttle (causing the vacuum to drop quickly) only when the engine is cold (as determined by the Thermal Time Switch). In effect it acts like the "accelerator pump" on a carb. The vacuum hose should pass through the black plastic armor with the coil wire, go under the intake manifold behind the dipstick, and attach to the white plastic fitting/Tee where the large vacuum hose from the brake booster hooks to the manifold. The vacuum impulse contact has no function once the engine is warm. On the other hand, it won't work if the cold start injector is not working. However, lack of the impulse function won't stop the engine from idling smoothly/properly warm or cold or running smoothly at a constant throttle when it's cold. I will try to find a wiring diagram that I can send you off line.
