This is Tom. I have a '76 EMS. I am the person Gary referred to with some experience rebuilding the WUR. My initial problems with the fuel system began when the modern gas dissolved the fuel tank intake hose. I replaced the hose with a new 1/2" modern fuel line hose and a new intake strainer. Then, it wouldn't start unless I bridged power directly to the cold start valve and would die after 15 seconds after removing the power. Apparently there was no fuel coming out of the main injectors so at that point, my attention focused on the WUR. (Once this adventure is complete, I plan to write up some rebuild instructions.) I removed, replaced, rebuilt and adjusted and re-adjusted and removed and replaced and re-adjusted.... the WUR until it was running well at operating temperature, not too rich and not too lean. I then waited for the first cold morning to try the cold weather operation. When trying to restart, I had more problems that didn't seem to be entirely due to cold weather. I apparently had run out of fuel and sucking grunge into the system in the process of tuning it. The control pressure jumped up to line pressure almost as if the WUR stopped working. I cleaned out the valve in the SUR a second time blowing it out and readjusting it but no go. Now I have come to the conclusion that the return line to the tank is clogged. Gary confirms that this is a common problem and the symptoms are full high pressure everywhere. I was in saabnet surfing for lore about dropping the tank and clearing the return line and the "accumulator." I will try to keep "y'all" posted as to progress.
