Percent of total parking lot capacity

Independent of how often (if ever) the lot is filled to capacity. Shopping Malls and Meijer stores have acres of parking that is effectivley never used, even in the Christmas Season, yet these areas are still required to be included in the percentage formula.

What galls me is the number of "lifted" $WD vehicles wearing a temporary handicapp placard and parked next to the door. No one who is legitimatley handicapped, even temporarily, could ever get into one of these vehicles!

Doctars appear far too willing to issue multi-year temporary permits, but maybe there is someother assinine regulation that requires these.
