Well, tuning is a very interesting topic...
Most people around here (Saab country) I suspect would prefer to find an ECU that is modified by Saab themselves. It's more or less common knowledge that there are Saab modifed ECU's out there to be found. It's not easy, but possible. Also, many of the "basement style" companies in Sweden do have access to this software in one way or another... It's in no way official, and most of these companies want to make pretend like they're the ones doing the hacking... But when you have a serious discussion with them you sometimes get a bit "odd" answers which give the impression that they don't 100% know what they're talking about...
I don't think Swedes in general prefer Nordic. Nordic is a big, well reputed company that sell a lot of upgrades. But their prices are hefty, and the SW not necessarily the best. Good yes, but not best. But it's an easy option for people who don't like spending their free time browsing the internet or on the phone with tuners...
But then again, there's an extensive supply of Saab tuners in Sweden. US Saab enthusiasts aren't that lucky, which is a pity... That's why people resolve to shortening wastgate rods and using boost controllers.
I'm not sure that made any sense...too tired I guess...
