I'd take a look at the equipment that each of these tuners have at their disposal. I'm not sure about Abbott, but I know that Nordic has no rolling road or equipment of that nature. I believe Hirsch have rather state-of-the-art stuff, at least they show some on their web site...
Then again, it is possible to "map" tuning software using a laptop in the car, but how much testing can you actually perform?
There have also been rumours in Sweden about Nordic distributing bootleg software. I have no idea if this is true or not.
Personally, I'd be surprised if Saab were to supply a 50hp upgrade for the Viggen, seeing as how driveability is "on the edge" in standard form. Nordic also state that they have voluntarily limited output in their upgrade to 280 instead of 300 to preserve driveability, even though the engine is identical to the 9-5 Aero.
I've heard that the upgraded Viggen is almost impossible to drive on anything but really dry tarmac. My upgraded 9000 spun the wheels violently @ 60 mph in 3rd on wet tarmac, so I wouldn't want to try an upgraded Viggen in those conditions...
