I'd still be curious to see what you come up with using the actual gallons verses miles method. A friend of mine has a new Civic sedan with a 5 speed and has a long, mostly highway commmute. He gets 28-29 MPG. How they drive it could certainly make a difference, but what could your inlaws possibly do that would make 13 mpg difference? I rented a Nissan Versa (a slighly smaller less powerful car than a Civic) for a trip and got 34 mpg on two legs of the trip driving a steady 68 MPH. Going through Chicago there was more stop and go (plus toll boths) and I drove 72/74 at times. Mileage dropped to 28 MPG on that leg. So certainly technique can make a significant difference, but unless they drove about 40 MPH I don't see how they got even 42 MPG. That's about what my dad's Goldwing motorcycle gets (same size engine and less than a third the weight and frontal area).
