The reason the idle is so low is that the electronic throttle replaces the idle control valve on non-TCS models. As an engineer, I admire this economy of design. Naturally, though, TCS failure will therefore leave you without idle control, just as a non-TCS car would if the idle control valve failed.
There is a mechanical stop on the throttle, though, and I would contend that this should have been set a bit higher. I believe it is adjustable.
As far as the air conditioning compressor is concerned, again the idle control system opens the throttle a bit to maintain idle speed when the compressor clutch engages. With no control over idle speed, the system stops driving the compressor to give a more constant idle load.
The Swedes are not as daft as you might think. The real problem was reliability of some of the TCS components. Strangely enough, this system seems rather less reliable in the US market than in Europe. I wonder whether the US market (members of this board excepted, naturally) is less inclined to maintain their cars than the European market (other than oil changes, which the US market seems to be astonishingly fervent about).
