... that the only way to set idle speed in this condition is with a mechanical stop. If the stop is set high enough to run the A/C at idle, then that is the minimum idle you'll get, and this will be quite high with the A/C compressor disengaged. The electronic throttle can't reduce it any further. The idea of mechanically setting the idle below normal idle speed is to keep the stop from interfering with the normal range of throttle openings.
Now if it were arranged so that in limp-home, the A/C would only engage over a certain RPM, then you might have a chance. At least you get A/C while you're moving and have the option of playing with the pedal a bit while idling in traffic.
