A full tank with the pump at the bottom is exerting (surface area X ~14.7 psi) a higher static pressure on it, thereby increasing your starting line pressure and making the pump work less hard to achieve minimum line pressure, which is considerable in a bosch fuel injection system (40-60 psi).
I'm still trying to digest the 'devolatization' explanation though. That is a word, right? I can see where Sjer is coming from, but IMO I can't see it affecting anything nearly as much as changing your starting line pressure (i.e. charge pressure) by whatever the difference works out to be vs. a full to quarter full tank.
