Static head has no influence at all as a contribution to hydraulics in an automobile fuel system. You pointed out the high pressures involved, what's a couple of feet of static head (JOhn is right, by the way) from a short, squat fuel tank contribute? About 1 psi. Besides, the pump can easily deliver 60 psig discharge pressure. And there is a lot of excess pressure delivered that is "skimmed off" by the fuel pressure regulator.
