Just got off the phone with the smog ref - he agrees a 1994 NG900 engine into a c900 works for this. Since the '94 NG900 is not OBDII, he has flexibility with the exhaust manifold and the intake & intake manifold is exempt from scrutiny. Doing this with a '96 would be impossible, since right out the gate using a c900 intake manifold would fail you, but as long as you stay '94/OBDI it should work. '94 is also a good year because mixing '94 900 coupe (NG900) parts with '94 900 convertible (c900) parts is a *really* easy explanation.
He could not find ECM information for the '94 NG900, so he doesn't know whether they would try to query the ECM for a VIN or part number or anything. If this was a Chevy they would for sure, but they simply may not have the tools to do this on a Saab. Point being, be sure whatever you flash into your T5 ECM is for '94 to avoid problems. I don't know enough about T5 to speak on this topic, but I'm sure someone does.
