First of all, snow tires are a good thing. The tread is designed to bite in, while all-seasons will just clog with snow until they resemble slicks; and the rubber is softer, giving you better traction in cold conditions. I used to live in Westchester, NY, and I'd say they're definitely worth the effort there. Don't know how different the weather is in Philly, though; you will lose traction in rain, but in very cold weather, your regular all-season tires get hard and lose traction as well.
I had to address another point in the Calgary guy's post: downshifting is about the worst thing you can do in snow. It brakes your front wheels, but not the back, which is almost guaranteed to send you into a spin. And unlike using the brakes, you don't have ABS to look after you. I love engine braking in dry conditions, but don't do it with snow on the ground.
