Since it's an analog clock with a simple electric motor, it should draw a steady current.
Did you have 4 relays clipped to the cross piece under the seat? I'd pull all 4 and leave the 28 fuse in for one last recheck. If still bad, then clip the red wire through the speaker hole. This red wire will be on either side of the cluster in one of the large flat plugs for the printed circuit. Probably the one closest to the driver door.
