Science and engineering are either worthwhile intellectual pursuits/careers or not, to be determined by market supply and demand. NASA was/is a consumer of science and engineering talents and engineering material. Based on what it has turned out after consuming the science and engineering talents and material, it is safe to say that NASA is an inefficient consumer of science and engineering talents and physical material.
"Large in scope, risks and cost" usually means the project should yield priority to projects that have better reward/risk ratio. Resources are always limited. Silly projects like the moon shot could have been carried out much more economically on a Hollywood sound stage at much lower cost if the goal is just some national pride thing; space technology would have progressed much further without that dead-end detour of actually going to the moon for a few meaningless and dangerous trips.
Resource allocation is always about priorities. Shoving gobs of resources into a monopolistic bureaucracy is almost always a bad idea.
