honestly, I don't think anyone is suggesting science needs to be "entirely controlled" by government... that would of course be unwise... what I am arguing (+ perhaps others would agree) is that the statement "science should always be completely unsupported financially by government" is also unwise... Ie: all vs some vs none... 3 very different situations... you can't effectively argue against my "some" by building strawman arguments against "all"...
in Canada, our system for funding universities (while certainly imperfect*) funds broadly, based on proposal quality + productivity of the applicant with small startup grants more easily available to young first time applicants... scientists are encouraged to (and do) also go after industrial funding. often (in the case of large research groups with big funding), the industrial contribution is vastly larger than the public contribution... in other cases (less directly industrially applicable), less so...
Is the US different? Must every scientific endeavour in the US be in a targeted research area? if so, I can understand your angst... here, research proposals are peer reviewed (by scientists, not government) for quality, not topic (per se)...
not all motivation is purely financial... imho, it would be quite a sad world if that were the case... accomplishment comes in other forms also... even in industry, the financial rewards to an individual peon engineer for a major breakthrough are typically fairly minor compared to the sense of accomplishment... it is important to keep that in mind... most of the big financial reward comes to those who take big investment risk (aka starting the business to begin with)... for the most part, those sorts of people are far too busy securing financing etc to do much of the actual innovation... (the days of Edison are somewhat behind us - it is a world of specialization today, unfortunately, imho)...
*I am of the opinion that something which is imperfect still has value + may be improved. ymmv...
