People have been launching miniature rockets for hundreds of years . . . they are also called fireworks. Even the term "rocketeer" came before NASA came into existence.
"Still worthwhile" is a slippery slope when opportunity cost is imagined to be zero: some apologists may even consider regimes that killed millions and made bar soaps out of the victims as "still worthwhile"; after all, the bar soaps are worth something.
BTW, it's fallacious even to assume that government is a better place to do R than the private sector. All the major milestones in physics came before big government involvement: Newtonian Physics, Relativity and Quantum Physics; the last two of which came in quick succession just before the government take-over of research half a century ago. Ever since then, there has not been anything in fundamental sciences as epoch changing as any of the three. It shouldn't be a surprise: government funded peer-reviews tend to be breed conformists.
