in my experience, the % of great engineers in industry is not significantly larger than the % of great scientists in universities/government labs... even in the bleeding edge of high technology industry... I don't think government is a huge factor... of course ymmv...
scientists with genuine curiosity in items of fundamental nature may not easily qualify for highly targeted private funding... even if the subject has great (perhaps at this point unforeseen) future importance... that's where I feel some level of broader band funding has its place... maybe that is achievable privately (eg Lazaridis' institute), but up here, it has been fairly successfully federally funded...
I actually feel university researchers these days spend too much effort trying to spin their research programs to suit targeted private funding opportunities + could often do better work with a more general mantra... industry is better at the specific, more "D" oriented stuff... but one has to go where the money is...
