Fair enough: we somewhat differ in opinion...
While I agree "large in scope, risk, and costs" should raise questions about funding on a risk/reward basis (due diligence as a minimum), there is value in some (just not too much) exploratory work. <0.5% doesn't sound outlandish to me. (Good) business is about execution of well planned activities, and short term financial objectives are extremely important. Science is about exploration + although short term objectives are needed in research, long term major results (and especially potential financial rewards) can't be known with certainty a priori... there's an element of unknown... that's why there's not that much scientific research in private industry (or at least in-house: there can be of course some funding through collaborations with university researchers)... lots of D, but not very much R...
The other thing: did government really have a monopoly on space? was there really any reason I couldn't have started my own Rocket Inc in the 1970's and launch satellites and/or monkeys? my impression was business just was not interested financially + if so, your commentary that it is better left to private business to develop is dubious unless you feel it was better not to develop + explore... of course, nowadays, we don't need to go to Houston to launch a satellite either... private industry is coming on board... and of course, there is a whole host of private industry that has found financially viable applications of space technology, some of whom started out as contract support for the government space program + are now no longer even really linked to it at all...
in short, I think the view that some might hold, "that it is all useless + a waste of taxpayer money", is quite oversimplistic.
