No he did not, not in the sense that his role was critical in us having a worldwide information exchange network. That article that you cited was very poorly written excuse trying to put a meaning into Gore's words that would was hardly what Gore intended and could have expected. If Gore actually meant what that article said, the statement would be pointless.
Gore certainly did not take the political initiative that created the worldwide information exchange network that we are familiar with. The initiatives were taken long before Al Gore Jr was in the Congress. Gore's influence came in two parts:
(1) perhaps having something to do with the name "internet" as integrating various government agencies that already had been using the network that was already in existence. That role is akin to Emil Jellineck had in introducing the name "Mercedes" (his daughter) to the carmaker Daimler-Benz. No, he did not take the initiative in creating the giant carmaking conglomerate Mercedes-Benz as we know it. Daimler and Benz had created the carmaker decades before he jumped on board. Jellineck actually spent his own money to earn the "Mercedes" naming right. Al Gore was just spending taxpayers' money.
(2) Gore's political initiatives, like ARPANET itself before him, ensured that the bulk of internet traffic would pass in front of a few high capacity packet sniffers owned by the military intelligence agencies. It's preposterous for the government-worshippers to suggest that we would not have a world-wide information sharing network if not for the roles that Gore and ARPANET played. AT&T invented modem in 1960 (before ARPANET was even an idea) precisely to transmit digital data worldwide. Remote computing had been demonstrated as early as the 1940 American Mathematical Society Conference in Hanover, NH, when a remote "complex calculator" located in NYC was operated via special telephone line. The statist claim is about as silly as claiming that murder wouldn't be a crime if not for its mention in the 10 Commandments. Little wonder many rational people think Big Government is a religion.
