Land line phones were ubiquitous in American households because they were introduced into American households before government control of the industry. Take a look at countries where telephone service was introduced by the government instead of numerous private enterprises competing against each other: just like the first 30 years of APARNET/Internet, only the government funded institutions had them.

Your recollection is clouded by not properly accounting for inflation (a function of government monetary mismanagement). $5 in 1964 was almost 4 ounces of silver (the coins were actually made of silver), which translates to $120+ today. So what was the real price of per-month land line service back then again? and per minute of long distance? in today's debased dollars? Also, local phone service is not really all that competitive even now unless you resort to internet telephony, which is essentially free today for both local and long-distance.

Some of the line issues that you have been experiencing in the past decade is simply due to lack of maintenance over the decades while under monopoly. Many developments were built in the 50's and 60's, and half a century was about how long the plastic wire insulation lasted.

The 8bit addressing referred to the initial scheme of first 8 bits identifying the institution. That went on for decades in APARNET, simply because there were only less than 128 institutions that had the privilege of using APARNET for decades. Government bureaucrats simply had no incentive to make the technology available to the masses; in fact, the more exclusive the more to stroke their egos . . . just like in countries where governments instead of private sector competition provided land line phone service: entire neighborhoods of dozens if not hundreds of families shared 1 phone.
