Newton, Bohr, Einstein all worked at colleges/universities. It's true that those universities may not have been fully government funded, though, I think it's fair to call the church "government" in centuries past...

wrt science of the last half century being less epoch changing... Science progresses in waves. You may recall that before Einstein and his contemporaries, many were claiming physics to be a dead field... that it has all been done... clearly they were wrong... anyway, with the advances in technology over the past 5 or 6 decades, we can measure things that are fundamental in nature + difficult to imagine doing 50 or 60 years ago... epoch changing? maybe not... but significant nonetheless...

Yes, it is fallacious to assume government is *always* a better place to do R than the private sector. But from what I've observed in practical experience (with exposure to all 3: university labs, government labs, and high tech industry), that seems to most often be the case. Industry usually doesn't have the long term vision to support that kind of work from a financial return perspective, and if they do, it's usually in the form of funding of researchers at universities or through collaboration with government labs... not to say there is not discovery in industry, but it's usually shorter term + connected with a commercial objective...
