Seems like you should be able to get a 9-5, '99 or later for under $18k. If considering the 9000, buy 5spd as the autobox is problematic for the kind of miles you are considering. I think the 9-5 is a better car than 9-3, though many have gotten good use out of their's. I would also stick to the 4cyl, lots of them have gone 300k with good maintenence.
Guess I would be looking at safety as a major consideration. I think whatever configuration of Saab you get will give you outstanding protection for a car. Not much protection from trucks and Navigators, but still a best chance of survival.
Sounds like you may not have driven Saabs. When you do, I think you will be sold! Roberti motors has a good reputation for quality used Saabs, check them out.
