I did some reading in the manual on front end alignments today trying to figure out what could be going on. Removing shims is suppose to add positive camber, and adding shims increases negative camber. You have no shims remaining, but still need the top of the tire to move out 2.3 degrees to get you close to specs. Per the book, correct camber is 1/2 plus or minus 1/2 degree.
So what could have happened to still be out a few degrees? Since there are no adjustments with the balljoints or steering knuckle, what else is left? Well, there is nothing else to try and adjust.....what could be causing the top of the tire to remain in...only two things come to mind(maybe three). Either the upper A-arm got pushed in because of an accident damage or the steering knuckle got bent. Did you ever change the upper A-arm or steering knuckle, or are they the ones the car came with when you bought it? One other possibility is the attaching points(sheet metal tower) of upper A-arm is bent...I would guess even a fraction of an inch out at the mounting point could be magnifed by a few degrees where the measurement is actually taken. Geometry is not actually fresh in my mind any more after 20+ years.
As for your other problem...hmmm. I've run 205/60's before and never had a rub up front. Maybe the spring moved?
