Well, the ECU does not go into the idle state unless it gets the idle signal from the TPS. It's got special idle maps for this. It won't try to level the RPM if it doesn't detect the 'idle' position, even if the plate is in 'closed' position.
Lemme put it this way...if i rest my foot on the throttle, just enough to raise it ~500 rpm, the RPM will start to vary with the various accessories coming on and off, because it's 'out' of idle mode. It sounds alot like what's happening to you except that your plate is closed and the ECU doesn't realize it.
