To a large extent, judgement really depends on your mom's previous car...
Anyway, I have a '99 9-3 and I see what you are talking about. I can't help you on the technical stuff, but I can tell you that after installing Konis, the handling is much better. They are on soft for now, since they need some breaking in, but the difference is very noticable. Some roll is still there, but the tires don't break loose unless you try hard and tendency for oversteer is reduced : (
The car went through two sets of rear shocks in just 13K miles before I decided on upgrading -during this period, I was told by friends that the wheel wells were visible during acceleration!!.
You might want to think about a new swaybar. Are you sure your mom would really appreciate a higher spring rate?? In any case, it seems that the Eibachs are the most progressive and factory-like. I went for those, but I haven't installed them yet.
I wouldn't go for the Viggen suspension. Your money would be better spent elsewhere.
