All season tires-like the Dunlop SP A-2s you mention, are jack of all trade (season) tires, but master of none. They compromise traction for extended treadlife. They cannot compare to summer performance tires as far as wet/dry traction, and their winter traction when compared to winter tires are marginal at best. Since car manufacturers sell their cars in areas with different climates, all season tires are a concesssion to that.
The 9-3 is a perfect example. Back when it was known as the NG900 Turbo, they all had Z rated Michelin MXM tires-regardless of where they were sold. Then, in 2000-2001-these tires were changed to all season tires (now V rated Goodyear RS-As). This was probably done to placate US dealers who sell their cars in Northern wintry climes.
But compare the 9-3SEs performance to that of a 900SET (4/95), using C&Ds performance stats. The 9-3SE shod with the Goodyear RS-As ( tested 1/01) had a poorer skidpad (.77 vs .82), poorer braking from 70mph (196ft vs 171ft) when compared to a 900SET w/Michelin MXMs. Note that the RS-A is V rated and the MXMs are Z rated.
Having said that-all season tires' cost is nominal when looking at have 2 sets of tires-one for spring/summer and one for winter.
