The car is safely back at home. I do not think these people were quite malicious robbers at this point, but I do feel as if their expertise on the car was insufficient and their prices more than a bit inflated. (With labor, the tie rod end cost $125 alone.)
They attributed the high-beam problem to a bad lamplight control - the rectangular orange box you refer to. I think I will try this first and replace it - there are one or two for around $25 with bids on eBay. I do not believe the fog lights or front reverse lights are necessary to pass inspection, however, there is a "Fog/AUX Height/Aim" box on this state inspection report, with a line through it. I am afraid that the issue of the front reverse lights will come up again, and though I am sure the sockets will not cost nearly as much as they say, I can not find any reference of them online and may have to get new turn signal assemblies.
One fog light and one low beam each works - I am thinking bad bulbs. I will also have to look into the ground problem "wiring damage that can be repaired" that they refer to on the report.
