The sockets are probably not part of what you will receive if you get new turn signal assemblies; they are normally part of the car's wiring harness and are rarely replaced. As they need to fit the specific receptacle on the turn signal assemblies, a specific part is required. To a junkyard, however, these are just some bits of plastic and wire that are essentially worthless - so you should be able to pick some up from a SAAB parts recycler or perhaps be able to order only the socket from a SAAB dealer.
Headlight wiring is not rocket science. My guess is that there is a bad ground connection somewhere, something corroded, or if the previous owner used bulbs with a power rating much higher than the OEM bulbs (i.e. 100W vs. 55W) then some of the wiring might have actually been melted.
