The hardest part about repairing the foglight is going to be removing the bolts that hold the plastic panel underneath it. There is some likelihood that at least one of the captive nuts inside has rusted itself to the bolt. You will have to figure out how to get these undone - may want to start by spraying penetrating oil where you can (and use antiseize when reassembling).
Get a new foglight bulb to have on hand, they are cheap (~$5), I think it's size H3 - and do get the normal one, not the high-power one. Once you have the plastic panel off, you will be able to see what's going on. Look at the wiring, one side on my car was fairly cooked with burned insulation (perhaps due to high powered bulb?). There is a metal "keeper" that holds the bulb in place that was also somewhat melted/distorted, had to carefully bend it back to shape.
