While Olds and Chevy (Corvair) did have turbos in the early 1960s, they certainly did not bring the technology into the mainstream.
I don't recall whether the wastegate was a Saab innovation, but certainly the APC system did much to tame the turbo. As I recall those early GM products used a water injection and keep your fingers crossed approach to preventing destructive detonation.
