I found this very interesting sentence: "ILSAC GF-3 limits apply only to SAE 0W-20, 5W-20, 0W-30, 5W-30 and 10W-30 Grades."
That might explain the lack of GF-3 certification for 0W-40, as it would be useless.
I've been comparing the specs of API SL and ACEA A3, and so far I haven't found any points where SL exceed A3. Some wear requirements are different, like cam wear, but each certification use different ways to test this, so I don't know how well you can compare them. Anyway here are the results:
ACEA A3: Max cam wear: <15 micrometers
Average cam wear: <10 micrometers
API SL: Average cam wear: 20 micrometers
The sludge, oil screen clogging and foaming requirements are exactly the same for both specifications. I'm too tired to go through the rest of the data right now, but you're welcome to check it out if you want.
